Coverage
Home
A homeowners policy rebuilds your house after a fire or storm, replaces your belongings, and pays if someone is hurt on your property. We check the rebuild cost against local construction prices so you are not short when it matters.
Auto
Auto insurance covers injuries and damage you cause to others, and with collision and comprehensive, your own vehicle too. Ohio and Pennsylvania set different minimums and Pennsylvania adds a tort choice, so we walk you through both before you pick limits.
Condo and renters
If you own a condo, your association covers the building and you cover your unit, your belongings and your liability. Renters cover their belongings and liability only. Both policies cost less than most people expect.
Pennsylvania contractors insurance starts with four pieces: Home Improvement Contractor (HIC) registration with the Attorney General, general liability that meets state minimums, workers comp for any employee, and inland marine coverage for tools. If you sub for general contractors, add properly endorsed certificates of insurance. Miss one piece and you can lose a job, a contract, or a claim.
Most contractors I talk with in Butler County are great at the work and much less focused on the paperwork. That makes sense: nobody started a remodeling or roofing business because they love reading policy forms. Still, the paperwork is often what decides whether you get paid. A homeowner can walk away from a deal, a general contractor can bounce your certificate at the gate, and a premium auditor can bill you for a crew you thought was "just 1099 guys."
This page covers each requirement in plain terms, with a focus on what we see go wrong for real crews in western Pennsylvania. It also covers how coverage choices affect your bids and how to avoid surprises at renewal. Whether you run a two-person siding outfit or a growing framing company chasing new construction, the goal is the same: stay legal, stay insured, and keep the jobs coming.
Pennsylvania Contractors Insurance and HIC Registration Requirements
If you do residential home improvement work in Pennsylvania, you generally must register with the Attorney General under the Home Improvement Consumer Protection Act (HICPA) and carry liability insurance at the state's set minimums. Registration isn't optional for most remodelers, roofers, painters, and similar trades working on homes. Proof of insurance is part of the application.
Fees changed this year. Effective March 2, 2026, the HIC registration fee rose to $100 every two years. That's a small cost compared with the risk of working unregistered, which can make your contracts hard to enforce and expose you to consumer protection penalties.
Contract rules matter too. In July 2026, the Pennsylvania Supreme Court ruled that homeowners can cancel a home improvement contract verbally within three business days, since HICPA doesn't require the cancellation to be in writing. In practice, that means you shouldn't order custom materials on day one of a signed deal.
Josh Medure and the team at our Zelienople office help Butler County contractors line up the liability coverage needed for registration, then keep it in force so your HIC number never lapses because a policy did.

Umbrella
An umbrella policy adds liability protection above the limits on your home and auto policies. One serious accident can cost more than those limits, and the umbrella is what stands between the claim and your savings.
Life
Term life pays your family a set amount if you die during the term; whole life lasts your lifetime and builds cash value. We help you size the amount to the mortgage, the kids and the years of income you want to replace.
Boat, motorcycle, RV and ATV
Recreational vehicles need their own coverage for liability, physical damage and the gear that travels with them. A standard auto policy will not cover a boat on the water or an ATV on the trail.
General Liability Insurance Minimums for PA Home Improvement Contractors
General liability is the policy that pays when your work injures someone or damages property that isn't yours. HICPA sets a floor, but the state minimum is rarely the right number for an active contractor. Most general contractors, property managers, and commercial clients ask for much higher limits than the law requires.
Think about real claims. A plumber's fitting fails and floods a finished basement. A roofer's ladder slides and dents a client's car. A homeowner trips over cords in a hallway during a bath remodel. Any of these can blow past a minimum limit fast, especially once legal defense costs pile up.
Understanding Liability Limits and Coverage Options
Here's how the main pieces typically compare across carriers we work with as an independent agency, including Erie, Westfield, and Frederick Mutual. Exact forms and availability vary by trade and underwriting.
| Coverage Option | What It Does | Where You'll Usually Find It |
|---|---|---|
| State minimum GL | Meets HIC registration floor | Erie, Westfield, Frederick Mutual |
| Higher per-occurrence and aggregate limits | Satisfies most GC contracts | Erie, Westfield, Frederick Mutual |
| Products-completed operations | Covers claims after the job ends | Included on most contractor GL forms |
| Blanket additional insured | Adds GCs without a new form each job | Often available as an endorsement |
| Umbrella or excess | Stacks limits over GL and auto | Erie, Westfield, others by quote |
One common mistake: buying a policy with a "residential work only" or height restriction that doesn't match what you actually do. If you drift into commercial jobs or multi-story roofs, tell us before the job, not after a claim.

Workers Comp for Crews and the Construction Workplace Misclassification Act
Pennsylvania requires workers compensation if you have even one employee. There's no small-business exemption based on headcount, and part-time help counts. If someone on your payroll gets hurt on a job, workers comp covers medical bills and lost wages, and it protects you from most injury lawsuits by that worker.
The bigger trap for contractors is the 1099 crew. Under the Construction Workplace Misclassification Act, a worker you pay as a subcontractor can still be treated as your employee unless they meet specific tests, such as having a written contract, their own business, and their own liability coverage. When they don't, your carrier's premium auditor can pull their payroll onto your audit. We've watched contractors get a renewal-time bill for thousands of dollars because three "subs" had no certificates on file.
A few habits help:
- Collect a current certificate of insurance from every sub before they start.
- Keep written agreements on file for each subcontractor.
- Track payments to uninsured subs separately so the audit is clean.
There's some good news on cost. The Pennsylvania Insurance Department approved a 1.22% overall decrease in workers' comp loss costs effective April 1, 2026. Higher-wage construction employers may also qualify for a sizable credit through the Pennsylvania Construction Classification Premium Adjustment Program, generally around 30% for those paying an average hourly wage of $58.75 or more as of October 1, 2026. Our page on workers comp insurance in Pennsylvania explains classifications and audits in more detail.

Recreational vehicles need their own coverage for liability, physical damage and the gear that travels with them. A standard auto policy will not cover a boat on the water or an ATV on the trail.
Protecting Your Tools and Equipment on the Job Site
Your general liability policy does not cover your own tools. A contractor's commercial auto policy generally won't either, even when the tools are locked in the truck. That surprises a lot of new business owners right after a break-in.
Tools and equipment coverage (often called inland marine or a contractor's equipment floater) follows your gear from the shop to the job site to the truck. It typically covers theft, fire, vandalism, and some accidental damage. You can schedule high-value items individually, like a skid steer or laser level, and cover smaller hand tools on a blanket basis.
Theft is the claim we hear about most. Jobsite theft remains a serious problem, and the average heavy equipment theft loss now exceeds $30,000. New construction sites in fast-growing areas tend to have lots of open lots and little overnight activity, which thieves like.
Pricing is reasonable right now. Small-to-mid-sized Pennsylvania contractors typically pay between $300 and $1,200 per year for tools and equipment coverage, and the inland marine market is posting an 11-year low loss ratio that's driving more competition among carriers. Pay attention to the deductible and whether the policy pays replacement cost or actual cash value, since a depreciated payout on a five-year-old saw won't buy a new one.

Certificates of Insurance and Additional Insured for General Contractors
If you work as a sub, the general contractor will almost always ask for a certificate of insurance (COI) and an additional insured endorsement before you set foot on the site. The certificate shows your coverage exists. The endorsement actually extends your liability protection to the GC for claims arising from your work.
Requirements have tightened. General contractors in Pennsylvania increasingly want additional insured status for both ongoing operations and completed operations. Ongoing covers the GC while you're working. Completed operations covers them after you've packed up, which matters because a lot of construction defect claims show up months or years later.
We see this constantly with new construction in Cranberry Township and across Butler County, where builders run tight schedules and won't let a framer or electrician start until compliance signs off. The usual hang-ups include:
- Wrong certificate holder name or address
- Missing waiver of subrogation
- Primary and noncontributory wording not on the policy
- Limits lower than the subcontract requires
Read the insurance section of the subcontract before you bid, not after you win. If a GC needs an endorsement your policy doesn't carry, we can usually add it or find a carrier that offers it, but that takes time.

Common Questions About Pennsylvania Contractors Insurance
Do I need to register as a home improvement contractor in PA?
Most contractors doing residential home improvement work must register with the Pennsylvania Attorney General. The fee is $100 every two years as of March 2026, and you'll need proof of liability insurance.
Do I need workers comp if I only have one employee?
Yes. Pennsylvania requires workers comp for employers with even one employee, including part-time workers.
Why did my workers comp audit charge me for my subcontractors?
If your subs didn't provide their own insurance certificates or don't meet the Construction Workplace Misclassification Act tests, the auditor can treat them as your employees. Collect COIs from every sub up front to avoid this.
Does my general liability policy cover stolen tools?
No. Stolen or damaged tools need a separate tools and equipment (inland marine) policy.
What does additional insured mean on a certificate?
It means the general contractor or property owner gets coverage under your liability policy for claims tied to your work. Many GCs require it for both ongoing and completed work.
How fast can I get a COI for a new job?
Once your policy and endorsements are in place, certificates are usually issued quickly. Delays happen when the GC needs an endorsement you don't have yet.

Securing Your Coverage with MVP Insurance
Pulling these pieces together is mostly about matching your coverage to the work you actually do: registration-ready liability, workers comp that holds up at audit, tools coverage for theft, and endorsements that satisfy general contractors.
